David Cameron said meetings with union leaders were anticipated to take place next week and said the industrial action was pre-emptive.
A spokesman for Mr Cameron said: “We are having talks with the unions about the issues and there will later be detailed negotiations, but those negotiations haven’t begun yet.
“We are due to talk with the unions again and there is a meeting set up for early July, possibly next week.
